All states shall hereby introduce a system of proportional representation.
Each member of the Electoral College shall be tied to a district in the state that they represent. The representative of the district shall be bound by law to cast their vote for the candidate who wins the popular vote in their district.
The member of the electoral college that represents the state’s Senate member shall cast his vote for the candidate that received the majority of the popular vote in the state that they represent.
